Royal blue silk rectangular ribbon, serrated edges at bottom, top folded at corners to form triangle. Bronze hole 1/4" diameter threaded with blue string for purposes of hanging. Printed in gold: "First / Premium"; under this, circular seal with shield, eagle, banner with "Excelsior" on it and text "Seal of the State of New York" in concentric circle around it. Below this, text, "Columbia / County Fair / Chatham / New York / 1944".
