Steel chisel made from a file. Cutting edge strongly beveled on one side, slightly beveled on other. No handle and no conventional tang. Handle end tapered width-wise to approximately same width as thickness and ground to a circular flat. Flat is mushroomed so tool was used by striking with a steel tool.
