Spoke lathe. Board with three rectangular cut-outs: two 1 3/4" x 1/2", and one 13 1/2" x 1/2". Smaller two cut-outs allow spoke to move closer or further from crank. Metal spoke is set into cut-out of arm. Adjustable crank in longer cut-out. Crank has turned wooden handle, curved shaft, which transitions to threaded shaft.
