Clamp. Has two screws with bulbous handles. Screws are threaded through two rectangular jaws. Bottom jaw has a groove across its width. Each jaw is secured to a board that extends above the upper jaw and below the lower jaw. The lower jaw has two threaded holes, one just outside each screw.
