Iron fence wire stretcher. Both the handle and the base are cast iron and the handle is secured to the base by a cylindrical, hollow stud that is cast onto the base. This stud is housed in a hole in the handle and the stud top is peened over to fasten the handle to the base. Tool was either japanned or painted black.
